One of the challenging issues in Iranian criminal law is the issue of multiple crimes of children and adolescents in terms of the possibility of inclusion and how to respond to it, which has caused disagreement and divergence of opinions. For this purpose, the authors, with the aim of explaining the ruling on this issue in Iran with a comparative approach in the criminal laws of Iraq and Egypt and in a descriptive and analytical method and by examining the context of the words and phrases used in the Islamic Penal Code approved in 1392 and relying on the techniques and rules of interpretation of criminal law and in line with the principle of child-friendly interpretation of laws related to children and adolescents, have reached the following conclusions: in Iranian criminal law, the provisions on multiple crimes are only applicable to adolescents (adults under 18 full solar years of age) and children are excluded from the scope of these provisions; Because, on the one hand, juvenile delinquents are not criminally liable (Article 146 of the Criminal Procedure Code) and the nature of the social response against them is of a security and educational nature (Article 148 of the Criminal Procedure Code), and on the other hand, the provisions on the multiple offenses govern the punishment and individuals eligible for criminal liability (including adults under 18 full calendar years of age or older). Also, in Iraq and Egypt, in line with Iran, these provisions will be applicable to a specific age group of individuals under 18 years of age (9 to 18 years in Iraq and 12 to 18 years in Egypt), so that the nature of the social response to their multiple offenses is, with a slight difference, lenient, corrective, and tolerant compared to individuals over 18 years of age.
