Today, terrorist crimes are not only considered as an organized and transnational crime, but also in the territorial sovereignty of governments. In other words, these types of crimes no longer have an international and global effect and their nature has become territorial. Therefore, governments are trying to adopt comprehensive policies against these crimes, especially border control and immigration of foreign nationals. Despite the numerous possibilities of criminal and administrative law in this field, the necessity of dealing with terrorist crimes with the correct implementation of administrative regulations in the territorial territory of governments is undeniable. For example, one of the measures that governments can take is issuing a travel ban as an order. It is administrative. This ban automatically results in the cancellation of a person's passport and erases the possibility of being convicted of being a terrorist. In any case, this article tries to analyze and measure the challenges and threats caused by dealing with terrorist crimes through the implementation of administrative regulations, in relation to the answer to the question that "how and when administrative regulations can be properly implemented according to the framework Do they have national and territorial jurisdiction over terrorist crimes?" take the initiative Of course, with the studies of legal and legal policy made in the governments of England, France and other governments, the national coping mechanisms are evaluated.
