The Criminal Response to Terrorist Crimes within the Egyptian Legislative Framework in Light of International Documents and Treaties

Abstract

Over the past two decades, terrorist crimes have significantly increased as a criminal phenomenon. Despite extensive efforts by the international community to identify and combat terrorism, these initiatives have yet to achieve the desired success. Terrorist acts continue to be carried out in increasingly severe and dangerous forms, often employing new and sophisticated methods. A major factor contributing to the current insecurity faced by the international system and governments—including the Egyptian government—is the lack of consensus among states on adopting unified and coherent policies to combat terrorist crimes. This lack of coordination has, in turn, contributed to violations of international peace and security at both regional and global levels. Consequently, combating terrorist crimes requires complex and multifaceted strategies aimed at establishing a comprehensive response to this threat. Such strategies include enacting effective counter-terrorism legislation, utilizing intelligence and financial mechanisms to disrupt the financing of terrorist activities, and enhancing cooperation and coordination among states, particularly regarding the efforts of the Egyptian government. Despite numerous international initiatives, Security Council resolutions, and collective efforts to counter terrorism and extremism, the international community and governments such as Egypt continue to grapple with the spread of this phenomenon. Therefore, to effectively address the threat of terrorist crimes, the Egyptian government should allocate greater efforts and resources to preventive and eradication measures that focus on the underlying root causes of terrorism, including poverty, marginalization, and unemployment.
